A 2/0 on a short, thin finesse worm in open clear water may be larger than necessary; the same size on a thick 4-inch bait around mixed cover may be a reasonable fit. Should a Ned rig hook be exposed?

There is no rule requiring a Ned rig to use either an exposed or weedless hook.
Do I need a weedless Ned rig hook?
Only if the cover you're fishing regularly causes hook-point fouling on an exposed setup. On open gravel, clean rock, or hard bottom, an exposed hook is fully practical. In grass, around wood, brush, or mixed cover, a weedguard can reduce hook-point fouling and improve efficiency significantly. A weedguard introduces another element between the hook point and surrounding cover, so anglers should balance fouling resistance against the direct hook exposure of an open-hook head. No presentation is completely snag-proof.
